Dholera Special Investment Region (DSIR) is a greenfield industrial Dholera smart city located approximately 100 km southwest of Ahmedabad, envisioned as India’s premier destination for manufacturing and industrial development. Commonly known as Dholera Smart City, it is established under the Gujarat Special Investment Region Act 2009. The Government of Gujarat has created a strong legislative framework and set up the DSIR Development Authority (DSIRDA) to oversee planning, development, and administration within the region. To implement this ambitious and visionary project, a Special Purpose Vehicle (SPV) named Dholera Industrial City Development Limited (DICDL) has been formed between the Central Government (NICDC Trust) and the State Government (DSIRDA) of Gujarat.
Spanning approximately 920 sq. km. and encompassing 22 villages in the Dholera taluka of Ahmedabad district, Dholera Smart City is strategically positioned between industrial hubs such as Ahmedabad, Baroda, Rajkot, and Bhavnagar, ensuring Ease of Doing Business. The city is designed to be a self-sustaining ecosystem with industrialization driving growth and supported by world-class utility, logistics, and social infrastructure.   • The SPV was formed on 28 January 2016 for the development of Dholera SIR, with the equity participation.

  • For the development of Dholera SIR, the Government of India (through NICDC Trust) and the Government of Gujarat (through DSIRDA) formed a Special Purpose Vehicle (SPV) called ‘Dholera Industrial City Development Ltd.’ (DICDL) on Jan 28, 2016. The SPV is made up of a 51% stake of the Government of Gujarat through DSIRDA and a 49% stake of the Government of India through NICDC Trust.

  • The National Industrial Corridor Development Programme is India’s most ambitious infrastructure programme aiming to develop new industrial cities as “Smart Cities” and converging next generation technologies across infrastructure sectors.
  • Govt. of India is developing various Industrial Corridor Projects as part of National Industrial Corridor programme which is aimed at development of futuristic industrial cities in India which can compete with the best manufacturing and investment destinations in the world. The same will create employment opportunities and economic growth leading to overall socio-economic development.
  • Delhi Mumbai Industrial Corridor Development Corporation (DMICDC) Limited, a special purpose company, was incorporated to establish, promote and facilitate development of Delhi Mumbai Industrial Corridor Project. Further, after announcement of other Industrial Corridor Projects, the mandate of DMICDC Ltd. has been expanded to develop and implement all Industrial Corridor Projects in the country and accordingly, the name has been changed to National Industrial Corridor Development Corporation (NICDC) Limited.
  • NICDC is mandated to undertake project development activities for Investment Regions / Industrial Areas / Economic Regions / Industrial Nodes and Townships / Integrated Manufacturing Clusters / Stand Alone Projects / Early Bird Projects for various Industrial Corridor Projects and also assists various State Governments.
  • NICDC undertakes various Project Development activities like Preparation of Master Plans, Feasibility Reports Detailed Project Reports etc. and acts as an intermediary for the purpose of development and establishment of infrastructure projects through developing and disseminating appropriate financial instruments, negotiating loans and advances of all nature, and formulating schemes for mobilization of resources and extension of credit for infrastructure.

The Draft Development Plan for Dholera Smart City aims at the creation of an economically and socially balanced, new age city with world-class infrastructure and a high quality of life. Adoption of a sustainable approach across key components such as transportation, waste recycling, overall urban form, and resource efficiency form the cornerstones of this plan.
